To find the first sub-station, go west from Dorada Cove. If you have it available, fast travel to Hideout Guaracha (guerrilla hideout) and go west from there. After a little bit of walking, the marker should appear on your map. Use the McKay Pipeline Keycard to enter the building. Pull the 3 valves to destroy the poison container.
