Current flows through the pre-resistor to aux fan motor. With the IGN ON, the aux fan should run at low speed. If the motor does not work, and you are getting both power & ground supply at the X (S32/x) connectors and NO power at the X64/5 connector, it would follow that the pre-resistor that vdub mentioned is a likely cause.
